This bill would ensure retention of enlisted Coast Guard members in the 18–20 year window so they can reach retirement eligibility. It creates different hold rules for Regular and Reserve enlisted personnel to protect near-retirement service time.

  • Regular enlisted members would be kept on active duty if they are selected for involuntary separation or denied reenlistment and on their discharge date are within two years of qualifying for retirement under 14 U.S.C. 2306. They remain on active duty until they qualify for retirement unless retired or discharged earlier under another law.
  • Enlisted Reserve members in active status who have at least 18 but less than 20 years of service may not be discharged, denied reenlistment, or transferred from active status without their consent until they reach 20 years or until a short extension period. That extension is the earlier of reaching 20 years or a backstop of 2 or 3 years depending on whether the member had 18–19 years or 19–20 years at discharge.
  • Adds a new Section 2517 to chapter 25 of title 14 and updates the chapter analysis to list the new retention rule.

Keep Coast Guard enlistees to 20 years

If enacted, the Coast Guard would need to keep some enlisted members on duty until they reach 20 years. Regular members: if you are within two years of qualifying for retirement and face involuntary separation or are denied reenlistment, you would stay on active duty until you qualify, unless another law retires or discharges you sooner. Reserve members in active status: if you have 18 to under 20 years and the separation is not for disability or for cause, your discharge, denial of reenlistment, or transfer out of active status would need your consent. If you have 18 to under 19 years, this would hold until you reach 20 years or up to three years, whichever comes first. If you have 19 to under 20 years, it would hold until you reach 20 years or up to two years, whichever comes first. These protections would take effect upon enactment.
