Changing time unpaid under collective bargaining

This would have excluded time spent changing clothes or washing at the start or end of each workday from "hours worked" for overtime purposes. The exclusion would have applied only when a bona fide collective-bargaining agreement or an established custom already excluded that time from measured working time in the week involved. It would have applied to hours worked on or after the date the law would have taken effect.

No pay for voluntary training outside hours

This would have excluded from "hours worked" any time you spent attending or participating in an education or training program, such as a lecture. The exclusion would have applied whether or not your employer offered or ran the program. It would have only applied if attendance was outside your regular work hours, was voluntary (and the employer did not take adverse action for nonattendance), and you did no work while attending. It would have applied to hours worked on or after the date the law would have taken effect.
