Summary
Expands youth access to individual training accounts (ITAs) to let eligible young people use WIOA training funds to pay for job training and align youth funding with the adult model. This change would amend WIOA section 129(c) so local-area funds may be used to provide ITAs for certain youth under the same payment rules that apply to adults and dislocated workers.

- In-school youth aged 16 through 21 inclusive and out-of-school youth could use ITAs to pay for training services described in WIOA section 134(c)(3).
- Eligible providers listed under WIOA section 122(d) would receive ITA payments in the same manner as payments for adults and dislocated workers.
- Local workforce areas could use funds allocated under the cited paragraph to support these youth ITAs, giving local programs the same funding flexibility they already have for adult training.
