New national AI research resource

If enacted, the government would set up the NAIRR within one year to help U.S. researchers, students, educators, agencies, and small businesses. Subject to funding, it would offer compute (on‑premise, cloud, and hybrid), selected data repositories and an open data commons, software tools, training, and AI testbeds. It would also provide an API to access AI models. Projects focused on privacy, safety, ethics, security, risk, and trust would get a significant share of compute and priority when demand exceeds supply.

National AI resource access and fees

If enacted, many U.S.-based researchers, educators, students, some public employees, and certain small businesses could apply to use the national AI resource (NAIRR). Small firms would need prior federal funding, like SBIR or STTR, to qualify. People employed by certain foreign governments listed in 10 U.S.C. 4872(d)(2) would not be eligible. The program could set fees that vary by user type and usage. A free tier would be required, funded by appropriations, with extra use charged at cost.

Funding and oversight for national AI resource

If enacted, agencies on the NAIRR steering subcommittee could provide money or resources to run the program. NAIRR could also accept private donations of cash, services, or property. NSF would create a Program Management Office with a leader and at least three full‑time staff. The PMO would form advisory committees with members from government, industry, universities, and public groups. Those committees would not have to follow the Federal Advisory Committee Act.

Security rules for national AI resource users

If enacted, all NAIRR users would need to follow minimum security rules that match the latest NIST Cybersecurity Framework. The program could add stricter security tiers and access controls based on risk. It would also set research security principles that stress openness, reciprocity, and transparency. A leader at the Operating Entity would serve as the research security contact to oversee compliance with NSPM-33 or its successor.
