To direct the Secretary of Transportation to develop and implement a comprehensive Campus Modernization Plan for the United States Merchant Marine Academy, and for other purposes.

• Midshipmen and trainees would get modern labs, a Safety of Life At Sea training pool, engineering powerplant training spaces, upgraded classrooms and IT, athletic and waterfront facilities, and accessible, safer housing to support Coast Guard licensing and physical readiness.
• National defense and the maritime workforce would benefit because the Academy trains service-obligated licensed merchant mariners who commit at least eight years and comprise more than 80 percent of the Navy’s Strategic Sealift Officer Program.
• Implementation and oversight steps would include a campus-wide modernization plan due soon after enactment, use of a Federal construction agent where appropriate, and authorized funding of $1.0 billion from the Maritime Security Trust Fund, including $54 million for FY2026 design and planning.
