Summary
Requires state approval for out-of-state, online-only job training providers under WIOA. This bill would add a rule to the Workforce Innovation and Opportunity Act that makes providers who deliver training exclusively online subject to the same state eligibility lists as in-person providers when they are not located in the participant's State.

- Online-only training providers: Providers located outside a participant's State would need to appear on that State's list of eligible providers to receive payments from that State. Providers located in the same State would follow the existing eligibility procedures.
- State and local workforce boards: States keep authority to decide which online-only providers can be paid from their WIOA funds because payment depends on appearing on the State's eligible-provider list. The change works inside current WIOA funding rules and does not create new funding streams.
- Participants and jobseekers: People who pick out-of-state online-only training could only get WIOA-funded spots if their State lists the provider. Choosing an in-State online provider follows the normal approval process.

Job seekers face limits on online training
This bill would set new rules for online-only training paid with state workforce funds.
