Plan to attract foreign chip investment

If enacted, a Commerce program (SelectUSA) would ask state economic groups how to bring more foreign investment to U.S. chip making. The comment request would happen within 180 days after enactment. SelectUSA would work with an interagency group and with allies to avoid helping foreign adversaries. Within 2 years, SelectUSA would send a report to the Senate Commerce Committee and the House Energy and Commerce Committee. If enacted, this bill would not authorize new money to carry out its tasks. SelectUSA and partners would need to use existing funds. This limit would start at enactment.
