Summary
Would prevent insurance payments from being counted as a duplication of benefits when people apply for FEMA temporary housing assistance. It would amend the Stafford Act's Section 408(c)(1) by adding a new subparagraph that says the President may not treat insurance as a duplication of benefits under Section 312 when deciding eligibility for temporary housing assistance.
