Support Taiwan’s international space through targeted foreign assistance. This bill would create a Taiwan Allies Fund and authorize $40.0 million for each of fiscal years 2026, 2027, and 2028, drawn from the Countering PRC Influence Fund, to back countries that face pressure from the PRC for their ties to Taiwan.

- Eligible partner countries would be those that keep official relations with Taiwan or have meaningfully strengthened unofficial ties, that have faced PRC coercion, and that lack the capacity to respond without U.S. help. No single country could receive more than $5.0 million in a fiscal year.
- Funding could back health initiatives as alternatives to the PRC’s Health Silk Road, strengthen civil society and independent media, diversify supply chains away from the PRC, offer alternatives to PRC development financing, advance Taiwan’s participation in international organizations, and support private-sector ICT alternatives.
- The Secretary of State, working with USAID and the American Institute in Taiwan, would lead implementation. Funds may be treated as foreign assistance, can be merged or transferred with other aid accounts, remain available until spent, and require a report within one year and then annually for two years on funding, goals, success, and Taiwan’s commensurate contributions.

How the Taiwan support would work
If enacted, the Secretary of State would lead the program with USAID, the American Institute in Taiwan, and other agencies. Funds would be treated as foreign assistance, could be moved and merged with other foreign aid accounts, and would stay available until spent. The U.S. would coordinate with Taiwan to avoid duplicate projects and cut costs, and would ask Taiwan to contribute comparable help. This would not limit other U.S. foreign assistance programs.
Support for countries backing Taiwan
If enacted, the U.S. would authorize $40 million each year for FY 2026, 2027, and 2028 from the Countering PRC Influence Fund. Only countries that support Taiwan, have faced pressure from China for those ties, and cannot handle it without U.S. help would qualify. Money could fund health programs, civil society and media, supply chain shifts away from China, alternatives to China-backed project financing, Taiwan’s role in global bodies, and non-Chinese info‑tech options. No single country could receive more than $5 million in a year.
