Allows states to transfer some TANF (Temporary Assistance for Needy Families) block grant funds into WIOA (Workforce Innovation and Opportunity Act) Title I workforce programs. States could use cash aid for job training
States would be allowed to move some Temporary Assistance for Needy Families (TANF) funds into job training and employment services under Title I of WIOA. If a state does this, no more than 15% of the transferred money could be held for statewide workforce activities. A state that plans to transfer would need to file a combined WIOA state plan with Health and Human Services and the Department of Labor. These changes would start October 1, 2026.
