Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

One-year limit on Planned Parenthood funding

For one year starting on the date of enactment, federal money would not go to Planned Parenthood or its clinics unless they certify they will not perform abortions or fund others that do. Exceptions would allow abortions for rape, incest, or when a doctor says the pregnancy threatens the woman’s life. If a clinic breaks that certification during the one-year period, HHS and USDA would seek repayment of the federal funds. People who rely on Planned Parenthood could face reduced services or need to seek care elsewhere during that year.

One-year boost for community health centers

Community health centers would get $235 million for one year, on top of other funding. This could help keep services like checkups, screenings, and family planning available in many areas. The money could not pay for abortions except for rape, incest, or life‑threatening conditions certified by a doctor. The funding window would run for the one-year period starting on the date of enactment.
