Creates a temporary visa category for carnival and circus workers to do essential operational work. - Workers: Carnival, circus, and affiliated concession workers could enter to transport, assemble, operate, disassemble, and maintain rides, games, novelties, and food or beverage concessions. The category also covers other functions common in the mobile entertainment industry that are necessary for safe and efficient operation.
- Employers: Mobile entertainment providers would have to meet the same Department of Labor program requirements that apply to certain temporary nonagricultural workers under the rules in 20 CFR 655.
- Agencies: The Secretary of Homeland Security and the Secretary of Labor would need to publish proposed implementing rules within 180 days and finalize them within 1 year.

Temporary visas for carnival workers
This bill would create a temporary work visa for people hired by traveling carnivals, circuses, and their vendors that travel to fairs, festivals, and some nonprofit fundraising events. Jobs could include transporting, setup, operation, takedown, and maintenance of rides, games, novelties, and food or drink stands. Entry would be only for these essential, short-term tasks. Employers would have to follow the same program rules used for other seasonal nonagricultural guest workers set by the Department of Labor. If enacted, Homeland Security and Labor would propose rules within 180 days and issue final rules within 1 year.
