Aligns Public Health Service leave with military Chapter 40 leave rules. This bill would add Chapter 40, "Leave," of Title 10 into Section 221(a) of the Public Health Service Act and repeal Section 219 so commissioned officers of the Public Health Service and their beneficiaries would receive the same leave rights as Army commissioned officers under Chapter 40.
