Expands eligibility for the Saver's Credit and the Saver's Match. The bill would remove the prior "full-time student" restriction and instead make people eligible if another taxpayer can claim a Section 151 deduction for them in the same year.

- Families and taxpayers who claim dependents: Parents or other taxpayers who can claim a Section 151 deduction for someone would make that person eligible for the Saver's Credit and Saver's Match when they make retirement contributions.
- Part-time students and other dependents: People who were excluded solely because they were not full-time students could now qualify for the credit and the match.
- Timing and program mechanics: The Saver's Credit change applies to contributions made after enactment. The Saver's Match change would take effect as if included in Section 103 of the SECURE 2.0 Act of 2022.
