Summary

Stronger mental health support during military-to-civilian transition. This bill would require the Transition Assistance Program (TAP) to include specific mental health information and would expand the Department of Veterans Affairs Solid Start program to help eligible veterans access and enroll in mental health care.

  • Transitioning service members: TAP would be required to provide where mental health services are available, treatment options for PTSD, traumatic brain injury, anxiety, depression, chronic pain, sleep disorders, suicidal ideation, and substance abuse, plus suicide risk signs, risk factors, and common stressors.
  • Veterans: Solid Start would be required to assist eligible veterans who elect to enroll in VA patient enrollment under section 1705(a) and to educate veterans about mental health and counseling services available through the Veterans Health Administration.
  • Defense and VA leadership: The Secretaries of Defense and Veterans Affairs must jointly submit a report to the House and Senate Armed Services and Veterans' Affairs committees within one year on the information and materials developed under these changes.

If enacted, this bill would require the Department of Defense Transition Assistance Program to give service members detailed mental health information when they separate. The materials would say where care is available (DoD, VA, the member's military department, or nonprofits) and cover treatments for PTSD, traumatic brain injury, anxiety, depression, chronic pain, sleep problems, suicidal thoughts, and substance abuse. The bill would also add Solid Start outreach to help eligible veterans enroll in VA patient enrollment and to educate them about VA mental health and counseling services. These changes would take effect upon enactment.
