Adoption training for hospital staff
HHS would create and share adoption care resources for hospitals and birthing centers. It would keep an adoption resources webpage on the Administration for Children and Families public website and may add print guides. A committee of adoption experts would help write the materials. HHS would train staff and offer consultations on policies and procedures. It would track how many hospitals use the program and how many providers are trained, and report to Congress within 3 years.
Grants for adoption education groups
The bill would authorize $5,000,000 for fiscal years 2026–2029 to run these activities. HHS could award grants or contracts for up to 3 years to support adoption education in health settings. Eligible groups would need to be nonprofit, focus on adoption education, partner with hospitals and community groups, and provide holistic perinatal support. They would need to offer non‑directive training and could not be child‑placing agencies, provide or refer for abortions, or have a vested interest in any pregnancy outcome. Grantees would file annual reports, and funds must add to, not replace, other funding.
