- Families and households in flood, heat, or storm-prone areas would get stronger federal support for projects like elevating or relocating structures, heat-risk measures, and hardening buildings.
- Local governments and communities would face a predictable federal duty to deliver predisaster grants. The bill notes the Building Resilient Infrastructure and Communities program began in 2019 and says $4 billion in grants were allegedly clawed back in 2025.
- Federal response would change legal duties by converting two subsections of Section 203 of the Stafford Act from discretionary to mandatory. The bill cites that every $1 invested in predisaster mitigation can save up to $13 in recovery costs.

Make pre-disaster mitigation aid mandatory
The bill would require the federal government to provide pre-disaster hazard mitigation help, rather than leaving it optional.
