Summary
Protect the Corporation for National and Community Service (CNCS) from elimination. This bill would bar any federal funds, including funds from the American Relief Act, 2025, from being used to eliminate CNCS as a Government corporation under 5 U.S.C. 103. It would require the CNCS chief executive to certify to the House Committee on Education and Workforce and the Senate Committee on Health, Education, Labor, and Pensions within 30 days of enactment and annually for five years that the agency complies. The bill records findings that each $1 invested returns $17.30, that over 900,000 Americans served more than 1.2 billion hours valued at about $38 billion, and a sense of Congress that reforms must preserve national service, protect the National Service Trust's obligations, and note that only an act of Congress can eliminate CNCS.

Block funds to eliminate AmeriCorps agency
If enacted, the bill would bar any federal funds—including money from the American Relief Act, 2025, or any other or prior appropriations—from being used to eliminate the Corporation for National and Community Service (CNCS) as a government corporation. It would not allow dismantling or folding CNCS into another entity under current law. The CNCS CEO would have to certify compliance to the House Education and Workforce Committee and the Senate HELP Committee within 30 days of enactment, and then yearly for five years. Congress states that any CNCS reform should follow existing law, keep the National Service Trust meeting all AmeriCorps obligations, maintain support for national service, and that only Congress can eliminate CNCS.
