Colleges lose funds for painful pet tests

If enacted, starting 180 days after enactment, colleges and universities that conduct or fund painful research on dogs or cats would not be able to receive any federal money. Painful research means studies the Department of Agriculture classifies as pain category D or E. The bill would not block clinical veterinary research that treats a dog or cat’s naturally occurring illness or injury. It would also exempt physical exams, training, or studies related to service animals or military animals.
