Per-liter charge on whisky imports

If enacted, whisky imports would use HTS 2208.30.00 with a Free tariff. Importers would pay $2.04 per pf liter on each entry. The trade commission would add eight codes by type (Irish/Scotch, Bourbon, Rye, Other) and container size (not over 4L, over 4L). These rules would start for entries made 15 days after enactment. Importers and brokers could pass some costs to retailers and consumers.
