- People and dealers who ship guns would be allowed to mail concealable firearms that are currently prohibited; the repeal would apply to cases pending on the date of enactment, including appeals.
- Federal firearms licensees and ammunition sellers could not be forced by Postal Service rules to disclose sales receipts, transaction records, customer records, or the serial numbers of mailed firearms or components.
- The Postmaster General would be barred from issuing rules that prohibit or materially impede the mailing of firearms, ammunition, or components, narrowing USPS rulemaking on these shipments.
