Optional cancer supplement for TRICARE families

If enacted, TRICARE members and their enrolled dependents could buy a separate cancer supplemental plan. DoD would start a pilot by September 30, 2026, using up to two licensed insurers, with contracts lasting at least three years. Plans would be fixed‑indemnity policies that do not coordinate with TRICARE and would help pay cancer screening, diagnosis, and treatment costs TRICARE does not cover. Enrollment would be voluntary, and you would pay the premiums yourself (no federal subsidy), with payroll deduction offered. DoD would post benefits, costs, and how to enroll on the TRICARE portal and report to Congress three years after the pilot starts. Selected insurers would not be treated as federal contractors, and most state rules would be preempted (except licensing and solvency). The pilot would end five years after enactment if the Defense Secretary decides it should not be permanent.
