Summary
This bill would create a retroactive _back-pay entitlement_ for certain Department of Veterans Affairs employees who were involuntarily removed and later reinstated or appointed between January 20, 2025 and the date it becomes law. Entitlement and awards would follow the Back Pay Act in section 5596 of title 5, U.S. Code.

Back pay for reinstated VA workers
If enacted, some VA employees who were involuntarily removed and later reinstated or appointed between January 20, 2025 and the date of enactment could get back pay. This would include employees on a probation or trial period after a promotion. The amount would be calculated under the Back Pay Act (5 U.S.C. 5596) to replace pay lost while you were out. People removed from political jobs would not qualify, including Executive Schedule roles, noncareer appointees, and Schedule C policy or confidential positions.
