Summary
Would prohibit commercial trade, breeding, and private possession of most nonhuman primates. The bill would add a definition of “prohibited primate species” to the Lacey Act and make it unlawful to import, export, transport, sell, acquire, breed, or possess those primates while carving limited exceptions for certain registered entities.

- Families, breeders, and dealers: Private owners and commercial breeders would no longer be allowed to buy, sell, transport, or breed listed primates. Animals born before enactment could be retained only if registered within 180 days, not bred or sold, and kept away from direct public contact.
- Research and rehoming entities: Research facilities registered with the Department of Agriculture in good standing would be allowed to possess prohibited primates for research. Custody would be permitted to quickly transport animals to eligible entities for transfer or care.
- Implementation and scope: The bill would define covered species by name, update cross-references to other wildlife laws, and require the Secretary of the Interior to issue implementing regulations within 180 days after enactment.

New limits on owning and selling primates
This bill would make it illegal to import, export, transport, sell, buy, breed, or possess certain primates. Prohibited primates would include monkeys, chimpanzees, gorillas, lemurs, gibbons, orangutans, tarsiers, galagos, lorises, and hybrids. If you already had a primate born before enactment, you could keep it only if you register it with the U.S. Fish and Wildlife Service within 180 days after enactment. You would also have to stop breeding, buying, and selling these animals and not allow direct public contact. You could hold an animal briefly only to move it quickly to an eligible recipient. USDA-registered research facilities in good standing could keep primates.
Enforcement even if rules are late
The Interior Department would have 180 days after enactment to issue rules. The bans and requirements would still apply even if rules are late. Regulated owners, breeders, and sellers would need to follow the statute upon enactment if the bill becomes law.
