Summary
Restores parity for Minnesota in federal-aid highway engineering contracting. This bill would amend Section 112(b)(2)(F) of title 23, United States Code, by removing Minnesota from the list of states excluded from contracting for engineering and design services, while preserving West Virginia as the only excluded state.

Highway design bids could reopen in Minnesota
The bill would remove Minnesota from a ban on federal-aid highway engineering and design contracts. If enacted, Minnesota-based engineering and design firms could bid again for these contracts under the federal-aid highway program. West Virginia would remain excluded. The bill would not add funding or change other contracting rules.
