Retreaded Tire Jobs, Supply Chain Security and Sustainability Act of 2025
Sponsored By: Representative LaHood
Introduced
Summary
Retreaded Tire Credit would create a temporary federal tax credit to promote U.S.-retreaded tires and would push federal fleets to choose retreads when they are on the GSA schedule. This pairs a buyer-side tax incentive with a procurement preference to grow demand for domestic retreading.

New business tax credit for retreaded tires
If enacted, businesses could claim a new credit for buying qualified retreaded tires. Each year, the credit would be the smaller of 30% of what you paid or $30 per qualifying tire. Tires must be retreaded in the United States and bought in the United States. It would apply to tires placed in service after December 31, 2025, and no credit would apply for tires placed in service after December 31, 2028. The credit would be part of the general business credit.
Federal fleets would choose retreaded tires
Executive agencies would need to buy a retreaded tire when one is on the GSA tire schedule and matches the size, load range, and tread needed. In those cases, the agency head would pick the retreaded tire instead of a new, non‑retreadable tire. The Federal Acquisition Regulation would be updated within one year after enactment to reflect this rule. "Agency" would mean an executive agency under 41 U.S.C. 133.
