Sponsored By: Representative Rep. Moulton, Seth [D-MA-6]
Introduced
Summary
Expands primary and dental care access for people with developmental disabilities. This bill would add individuals with a developmental disability to the list of "special medically underserved populations" and create a new grant program to fund health center sites serving them.
Show full summary
- Individuals with developmental disabilities: Would increase access to integrated primary and dental services through dedicated health center delivery sites and require specialized treatment and trained dental staff when needed.
- Health centers: Would allow existing health centers to receive grants to establish or operate new sites focused on this population, and requires grant funding to supplement, not replace, current resources.
- Communities and workforce planning: Would add this population to Health Professional Shortage Area considerations and to funding reports, which could affect where shortage designations and resources are targeted.
*Would authorize $15 million per year from 2026 through 2030 (about $75 million total) for the new grants, increasing federal spending over that period.*

More primary and dental care for people with developmental disabilities
If enacted, HHS could give grants to health centers to open sites for people with developmental disabilities. The sites would provide primary and dental care, with specially trained staff when needed. The bill authorizes $15 million each year for 2026–2030, but money would flow only if Congress later appropriates it. Grants must add to, not replace, a center’s own spending for this group. The bill would define who qualifies using the 2000 federal definition and keep these new funds out of other distribution formulas, while adding this group to reporting and shortage‑area lists.
