Grants to pay law-enforcement degrees

If enacted, selected students could get up to $4,000 per year to earn their first associate or bachelor’s degree in law enforcement or criminal justice. The award would be pro rata for part-time study and cannot make federal aid exceed your cost of attendance. You could receive at most $16,000 in total from this program. Eligible schools must be approved by the State Police Officer Standards and Training Board and awards would be competitive under rules set by the Secretary.

Service duty and loan conversion rules

If enacted, grant recipients would need to serve as full-time law enforcement officers for at least four years within eight years after finishing the funded degree. Each year you must provide an employer chief’s certification of employment. If you fail or refuse the service duty, the grant amount would convert into a Federal Direct Unsubsidized Stafford Loan and interest would start from the conversion date. The Secretary could set repayment rules and could excuse all or part of the obligation for defined extenuating circumstances, including medical discharge.

How the program would be funded

If enacted, the Secretary could use amounts otherwise available under Title IV to run this new grant program, but not funds from the Pell Grant or Federal Direct Loan programs. The bill would authorize whatever sums are necessary, subject to appropriations. If Title IV funding is tight in a year, the Secretary would have to give priority to fully funding this subpart.

Repeal of university sustainability program

If enacted, the bill would repeal Part U of Title VIII of the Higher Education Act, ending the statutory authorization for the University Sustainability Programs. This would remove the legal basis for that specific program.
