  • Veterans leaving service: The SOLID START outreach language would be broadened so the VA can communicate through tailored lines such as mailings, text messaging, virtual chatting, and other electronic messaging. This gives the VA more ways to reach beneficiaries beyond calling.
  • Students and people using education benefits: Eligible veterans and eligible persons would be able to opt into using those tailored lines of communication to send and receive correspondence about entitlement to and use of educational assistance. The VA must provide notice of the opt-in to people enrolled in a course or program of education or training.
  • Pension recipients: The bill would replace "November 30, 2031" with "January 31, 2033" in the statute that limits certain pension payments, extending the applicable payment limit.
