Servicemember Healthcare Freedom Act of 2025
Sponsored By: Representative Rep. Kiggans, Jennifer A. [R-VA-2]
Introduced
Summary
Gives federally employed Selected Reserve and National Guard members the option to choose between military and civilian health coverage. This bill would remove the Federal Employees Health Benefits (FEHB) barrier and create a statutory path for those members to enroll in TRICARE Reserve Select (TRS). It would also move the TRS eligibility date so enrollment is available beginning January 1, 2026.

- Members with federal civilian jobs would be able to choose TRICARE Reserve Select (TRS) instead of their FEHB plan, with TRS enrollment available starting January 1, 2026.
- Eligible members and their families could keep TRS during mobilization cycles, improving continuity of care across active duty and reserve service.
- Sponsors say expanded access to comprehensive, low-cost coverage would support force readiness and lethality by reducing healthcare gaps for reservists and Guard members.

Earlier TRICARE option for Reserve and Guard federal employees
If you serve in the Selected Reserve or National Guard and have a federal civilian job, you could choose TRICARE Reserve Select starting January 1, 2026. You must be eligible for the Federal Employees Health Benefits (FEHB) program. This would lift today’s ban that keeps FEHB-eligible members out until January 1, 2030, moving access up by four years. It could help you keep the same care during mobilization.
