Veterans’ Life Insurance Expansion and Integrity Act of 2025
Sponsored By: Representative Biggs (SC)
In Committee
Summary
Expands VA life insurance eligibility by removing the service‑connected disability requirement and letting veterans apply up until age 80 (applications must be submitted before age 81). The bill would also create formal protections and timelines before the Department of Veterans Affairs can cancel or void a policy because of an administrative error and would require a post‑enactment study of program activity and financial stability.

Stronger protections against VA policy cancellations
If enacted, VA would have to give prior notice explaining any claimed administrative error and give you at least 90 days to respond. If you submit evidence, VA would have 180 days to decide. VA would not be able to cancel or void a policy for an administrative error after one year from issuance, reinstatement, or conversion. These rules would start at enactment and apply to policies from before, on, or after enactment. "Administrative error" would mean a clerical, technical, or processing mistake by VA that led to issuing, reinstating, or converting a policy for someone not eligible on that date.
More vets could get VA life insurance
If enacted, you would be able to apply for VA life insurance even if you are not service‑disabled. You would need to apply before you turn 81. This change would take effect one year after enactment. This could help more veterans leave money to their families.
