Relocate Stratton Ridge memorial at applicant cost

If enacted, USDA could approve moving a memorial for nine Air Force crew members to the Stratton Ridge rest area at mile marker 2 on the Cherohala Skyway in Graham County, North Carolina, inside the Nantahala National Forest. The move would require consent from the current private landowner. The site and installation would need approval from the Secretary of Agriculture, with concurrence from the North Carolina Department of Transportation, and, if next to a Federal-aid highway, the Federal Highway Administration. No federal money could be used. The applicant would pay all costs, including application processing, any environmental review, relocation, installation, maintenance, and any conditions set in the permit, such as no enlargement.
