25% tax credit for U.S. circuit boards

Businesses would be able to claim a tax credit equal to 25% of what they pay for printed circuit boards and integrated circuit substrates made in the United States. It would apply to amounts paid or incurred after December 31, 2025. The credit would be part of the General Business Credit.

Big grants for U.S. circuit board makers

The Commerce Department would offer grants and other aid to build or research U.S. printed circuit boards and substrates. Congress would authorize $3 billion for fiscal year 2026, available through fiscal year 2065. Most projects would be capped at $300 million; larger awards would need a national security finding and notice to Congress. Awards would set start and finish dates and could be clawed back if targets are missed, with narrow waivers. Funds could not go to foreign entities of concern, and the program would prefer small, minority-, women-, or veteran-owned businesses when practicable.
