Southcentral Foundation Land Transfer Act of 2025

Summary

Transfer of about 3.4 acres of federal land to the Southcentral Foundation for use in health and social services in Anchorage. The Secretary of Health and Human Services must convey title by warranty deed within two years at no cost and without any reversionary interest, and the warranty deed supersedes an earlier quitclaim deed. The United States keeps any easement needed to meet retained obligations. Southcentral Foundation is protected from liability for contamination that existed before conveyance, and the Secretary is not liable for contamination that occurs after the foundation controls the property. The Secretary must comply with CERCLA section 120(h) notice requirements.

This would require the Secretary of Health and Human Services to give Southcentral Foundation about 3.372 acres in Anchorage, for use with health and social services programs, by warranty deed. The transfer would be free, with no conditions, no reversion, and would replace any earlier quitclaim deed for this site. It would happen as soon as practical, but no later than two years after enactment. SCF would not be liable for contamination that happened before the transfer; the Secretary must give the CERCLA section 120(h) notice. The Secretary could keep easements only as needed to meet any remaining obligations and would not be liable for contamination after SCF controls the land.
