Would create a flexible, evidence-driven FDA framework for over-the-counter sunscreen active ingredients to widen acceptable science for safety and effectiveness. It would explicitly expand use of real-world evidence and non-animal testing and boost transparency around ingredient reviews.

New FDA review and reporting for sunscreens
If enacted, this would set clear FDA standards to judge nonprescription sunscreen ingredients. The standards would allow real-world evidence and observational studies to replace or support some clinical tests. FDA would have to consider non-animal tests and publish guidance on using them within 180 days. The agency would issue a final order on pending sunscreen ingredients that uses past safe-use data, says sunscreen helps prevent skin cancer, and applies the new standards. FDA would also send Congress a yearly report starting within 1 year and post it online within 7 days.
