- State agencies and WIC staff: Tasks the Secretary with developing materials in collaboration with the Secretary of Health and Human Services and setting up an online clearinghouse so State agencies can access approved nutrition education and training.

WIC education for families facing substance use
This bill would expand WIC nutrition education for people affected by substance use disorder. USDA would create materials with HHS for pregnancy, postpartum, and infants exposed before birth. State WIC agencies would get these through an online clearinghouse, including approved state resources. HHS would add the materials to existing federal guidance. The bill would authorize $1,000,000 for fiscal year 2026, available until spent. It would also update WIC law to use "substance use disorder" instead of "drug abuse." Changes would take effect upon enactment.
