New grants to improve airport access
This bill would create a DOT grant program for projects on or within 5 miles of a public airport to cut traffic, add capacity, improve access, or rebuild roads, rail, or transit. States, Indian Tribes, and local governments (including airport agencies) could apply for highway, bridge, public transit, or passenger rail projects that connect to the airport. At least 50% of yearly funds would go to large hub airports and at least 30% to medium hubs. The federal match would follow existing highway rules, and certain TIFIA loans and passenger facility charges could count toward the local share. It would authorize $1 billion a year for 2027–2031 from the Highway Trust Fund (not the Mass Transit Account), and DOT would set application requirements.
