  • Residents of Alaska, Hawaii, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands would pay the same shipping rates as the contiguous 48 states and D.C. for most items valued at $10,000 or less.
  • Small businesses and producers sending goods to noncontiguous areas would no longer face higher shipping charges for covered goods under $10,000.
  • Private shipping companies and the U.S. Postal Service would be prohibited from excluding service or imposing higher prices on shipments to noncontiguous areas for the defined consumer and producer goods.

This bill would require equal shipping prices for the same product. It would cover USPS and private carriers. Alaska, Hawaii, Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands would get the same rates as the 48 states and D.C. Carriers would not be allowed to exclude these areas or refuse to ship there. Items worth more than $10,000 would not be covered.

Expensive shipments over $10,000 are exempt

If an item is valued over $10,000, the bill would exempt it from the parity and no‑exclusion rules. Carriers could charge more or choose not to ship those high‑value items to noncontiguous areas. This would apply to consumer products and producer goods.
