Sport Fish Restoration, Recreational Boating Safety, and Wildlife Restoration Act of 2025

Sponsored By: Representative Rep. Dingell, Debbie [D-MI-6]

In Committee

Summary

Extends sport fish restoration funding to 2031. It would push the Dingell-Johnson Division of Annual Appropriations horizon from 2026 to 2031 and preserve existing program authorities while updating how some funds are allocated.

  • Boaters and marinas: Allows grant-funded construction, renovation, or maintenance of alternative fuel station facilities and the transport of alternative marine fuels for transient nontrailerable recreational vessels. New program definitions list what counts as “alternative marine fuels” and “drop-in fuels.”
  • Interstate fisheries and state bodies: Replaces the flat $1.2 million cap with a formula. Each item would receive the greater of 0.0375 percent of the appropriation or $200,000, which ensures a minimum floor tied to total funding.
  • Manufacturers and anglers: Lowers the federal excise tax on portable electronically aerated bait containers to 3 percent from the prior 10 percent for comparable items, applying to sales after enactment.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Grants for alternative marine fuel stations

The bill would let boating grants fund building, fixing, or maintaining alternative marine fuel stations. It would also allow grants to cover moving alternative marine fuels to marine fuel facilities that serve transient nontrailerable recreational vessels. It would add definitions that spell out which fuels and facilities qualify, including standards for “drop-in” fuels.

Longer sport fish funding, new formula

The bill would keep the sport fish restoration program authorized through 2031 instead of ending in 2026. It would also change Interstate Fisheries Commission payments to the greater of 0.0375% of the total appropriation or $200,000 for each item, and remove the old $1.2 million cap. States and commissions could see steadier and, in some cases, higher funding tied to overall appropriations.

Lower tax on aerated bait containers

If enacted, the excise tax on portable, electrically aerated bait containers would drop from 10% to 3%. Manufacturers, importers, and producers would owe the lower rate on items sold after the date of enactment. Stores could pass savings on to anglers through lower prices.
