Sets minimum federal staffing and contractor limits for the Low-Income Home Energy Assistance Program (LIHEAP). This bill would require the Secretary of Health and Human Services to maintain a baseline team for LIHEAP work and restrict contractor reliance while allowing temporary flexibility in emergencies.

  • LIHEAP operations: Would require at least 20 HHS staff dedicated to carrying out the LIHEAP title on an ongoing basis.
  • Contractors: Would cap contractor roles at no more than 40% of staff who carry out the title, with an exception to exceed that cap during declared emergencies.
  • Emergency response: For LIHEAP emergencies under section 2603(1)(C), (E), (F), or (G), the Secretary would need at least 30 staff no later than 45 days after the emergency determination and for at least 180 days; contractors may be used beyond the 40% limit to meet that requirement.

During certain LIHEAP-declared emergencies, HHS would need at least 30 staff. That level would start within 45 days and last at least 180 days.
