- State, local, and Tribal governments would be eligible for grants to pay licensed dealers to destroy firearms. The Attorney General would award grants through the Bureau of Alcohol, Tobacco, Firearms and Explosives and the program authorizes "such sums as may be necessary."
- Dealers with existing licenses would need to certify compliance and meet new rules within 180 days after enactment. The Attorney General must issue final rules within 180 days and may revoke licenses for willful noncompliance.

Grants to help governments destroy guns
This bill would create grants for States, local governments, and Tribal governments to pay licensed dealers to destroy guns using a covered method. ATF would run the program. Grants would start no later than one year after the effective date. Congress would need to fund it, and the bill authorizes such sums as may be necessary. If funded, this could lower what governments pay for destruction work.
License required for businesses destroying guns
This bill would require a federal license to be in the business of destroying firearms. Only licensed dealers could do this work, starting 180 days after enactment. The Attorney General, through ATF, would set acceptable destruction methods and required records within 180 days. Dealers licensed before the effective date would have to certify they meet the new rules by that date, or risk license revocation after a hearing. A covered method would have to make the gun and any received parts impossible to restore and reduced to scrap. Violations would face federal penalties.
New reports and public fees for gun destruction businesses
If you are a licensed dealer who destroys guns, you would face new transparency rules. If a government sends you guns to destroy, you would have to use a covered method unless you both agree otherwise. You would have to publicly post what you charge governments to destroy firearms. You would also file a yearly report to ATF, starting within one year after the effective date. The report would count guns destroyed, including those from government and any partial destructions. ATF would publish individual reports and totals.
