Summary
A government-wide system to trace every federal outlay by appropriation and fund account. It would require the Secretary of the Treasury to implement that system within 180 days and to track outlays from each appropriation, receipt, or other fund account across the executive, legislative, and judicial branches, including disbursements covered by section 3325 and the period of availability for funds.
