Easier federal contracts for small business
If enacted, this bill would raise the micro-purchase threshold to $25,000 and the simplified acquisition threshold to $500,000. It would require the Administrator to issue past-performance guidance within 1 year and to convene the Chief Acquisition Officers Council within 90 days to find and remove procedural barriers. The Administrator must implement regulatory and non-legislative fixes and brief Congress within 2 years. Small businesses would find it easier to qualify for streamlined buys and to use commercial or non‑government work as past performance.
New ICT training for procurement staff
If enacted, the bill would require the Federal Acquisition Institute to start an experiential learning pilot and a cross-functional ICT acquisition training program within 18 months. Training must cover market research, cloud, AI, cybersecurity, outcomes-based contracting, team-based learning, and be updated at least every 2 years. The bill would also raise the Acquisition Workforce Training Fund share from 5% to 7.5%. These steps would boost federal procurement staff skills for technology purchases.
Stronger procurement ethics and limits
If enacted, the bill would direct the Administrator and the Federal Acquisition Regulatory Council to update FAR guidance on conflicts of interest and to prioritize cost-efficiency and quality in awards. It would also state that no additional funds are authorized to carry out the Act. Agencies can charge for cloud services
