Summary
Blocks federal contracts for firearm dealers flagged by ATF crime traces. This bill would require the Bureau of Alcohol, Tobacco, Firearms, and Explosives to publish an annual list of 'covered firearms dealers' and stop federal agencies from contracting with those listed dealers.

No federal contracts for flagged gun dealers
The Attorney General, through ATF, would publish a public list of covered firearms dealers. A dealer would be listed if at least 25 traced guns had a time-to-crime of 3 years or less in 2 of the last 3 years. The first list would be due within 120 days of enactment and then updated each year. Starting 180 days after enactment, federal agencies would not be allowed to sign contracts with listed dealers. The Attorney General could waive this for a specific contract if Defense or Homeland Security asks to protect national security. The Attorney General would have to notify House and Senate Judiciary leaders right away, and the notice could be classified.
