Use HSA money for home care
If enacted, you would be able to use HSA money tax-free for qualified home care. The contract must include at least 3 of these in-home services: help with eating, toileting, transferring, bathing, dressing, continence, or taking medicine. Care must be provided in the home by a state-licensed provider or in a way that follows state rules. You could not use HSA funds if the provider is related to the person getting care. It would apply to amounts you pay for tax years that start after the bill becomes law.
Public campaign on tax-free home care
HHS, with Treasury, would run a public campaign to explain which home care costs can be paid tax-free from HSAs. This would share information only and would not change tax rules. The bill does not set funding or a start date.
