Annual progress reports on Haiti plan

The Secretary of State would report on progress 120 days after sending the plan, then once a year for five years. Each report would show who was consulted in Haiti and how partners coordinated on sanctions and aid. It would include metrics and benchmarks to judge support for security forces.

Plan to restore security in Haiti

The Secretary of State would send Congress a Haiti security plan within 90 days of enactment. It would be built with input from U.S. agencies, U.S. businesses in Haiti, and Haitian civil society. The plan would assess support for Haitian police, the military, and multinational missions, and coordination with allies and the United Nations. It would study ways to cut gang violence, including reintegration of former members, and check if NGOs can keep working safely. It would review how to block arms and money to gangs, work with Haiti’s transitional leaders on rule of law, and examine how sanctions affect aid and investment. It would also look at jobs and trade programs like Haiti HOPE/HELP and back a Haitian-led solution.
