Clear medical rules for joining the military

If enacted, the military would use one clear set of medical rules for joining, the same for officers and enlisted jobs. The rules would be easy to find and would explain how to ask for a review or a waiver. You would not be disqualified based only on a diagnosis from before age 13 if four conditions are met. No treatment in the last 5 years, a licensed clinician says you are fit and no longer meet the diagnosis, and the service Secretary finds low risk to force health or readiness. Each service would run a review and may approve entry in the interests of national security, and DoD would give Congress a yearly count of disqualifications, waivers, and rule changes.
