Summary

Shifts the Bureau of Prisons Director to a presidential nominee confirmed by the Senate and limits future directors to a single 10-year term. The bill would change the current phrasing that the Director is appointed by and serves under the Attorney General to require appointment by the President with the advice and consent of the Senate. The person serving as Director at enactment could remain for up to three months and the President could nominate that person under the new process. Sponsors point to the Bureau’s more than $7 billion budget, oversight of 122 facilities, responsibility for over 176,000 inmates, and about 36,000 staff as the context for the change.
