Repair help for airport-area homeowners
If enacted, the FAA would start a pilot within 120 days at up to four large hub airports that already fund local noise programs with non‑aeronautical revenue. Homeowners could get a one‑time repair or replacement of past airport‑funded sound insulation. To qualify, your home must have received federal or federally authorized insulation before 2002, be in the DNL 65–75 dB noise area on the latest map, and it was also in that zone when the original insulation was installed. You would need to show you tried warranties, insurance, and legal options first. A qualified noise auditor would need to find damage from the old work or failed materials, not caused by owner neglect. Tests must show indoor noise above DNL 45 dB and that new work can cut it by 5 dB. For approved projects, the government would ignore past federal spending when figuring the eligible project cost. Airports could use funds for owner‑requested surveys of previously treated homes to check performance and find eligible properties.
