- Veterans: Veterans with service-connected disabilities rated permanent and total would be eligible to get VA hospital care and medical services while outside a State if the care meets U.S. clinical standards and prescribed drugs are FDA-approved.
- Providers and payments: The Department of Veterans Affairs would be required to speed reimbursements and reduce administrative costs by using direct deposit for payments to veterans and medical providers.
- Technology and oversight: VA mobile apps would have to let veterans submit forms digitally and track them in real time, and they must make authorization, predetermination, and continuity-of-care documents available. The Secretary would also report to Congress within 2 years on how implementation worked and any challenges encountered.
